Depends on the gear ratio... can you be more specific? What car is it?
Power / torque will have no effect on 1st gear top speed, the speed is limited by the gear ratio... only difference is, more power / torque will get you there quicker.
im asking as i get around 20mph in first and first gear seems to run out very quickly and i was concerned it was due to clutch slip , however i dont get symptoms of clutch slip in say 4th or 5th could it just be first or just that 1st gear is just short ?
Mine will pull 30mph I am sure. Will just nudge 60 in 2nd. Gears are not short its just low revs. If its 6mph/1000rpm then a petrol engine at 7000rpm would be 42 mph. My old corolla t sport would crack 40 in 1st at 8200rpm.

I do miss the lift and the reliabillity. But I would miss the performance of a 220 odd hp leon which will do 60 to 100 in 8 seconds! The corolla took about 12 iirc. Also the fuel economy on the tsport does not compare to the leon 25 versus 45, could not afford to run a tsport now
