instrument cluster freezing

hi there,

got a rather disturbing problem with my car
whilst driving on occasions the instrument cluster will just freeze, it'll sit at say 1500 rpm and whatever mph i was doing at that point in time, this has been happening for a while, more noticably when very wet weather, however previous problem resolved itself,
now though problem is remaining im sat at 1500 rpm and 20 mph even with the keys out of the ignition, needles will not more, as far as im aware engine temp and fuel light are also effected,

also on another note my handbrake light remains constantly on,


would this all be put down to possible cluster problem? or loose / dodgy wireing??

Avery bizarre fault that I've not seen before. Get the fault codes read.

there is no fault code for it, thats my problem, just drove home with needles moveing every now and again and dash lights flashing all the way,
