Steering issue

Hey guys, was just asking, what could cause the steering to be none existent on first turn in? Going down a straight road, then coming to a turn, turn in and steering feels like it ain't working then it kicks in after a second and all is good, if you're taking it easy with the car it's perfectly fine, but if you brake and turn, the steering doesn't work at all, no warning lights on dash, tire pressures are all good, wheel alighenment I'll get done today (report back after) the fluid level I have no idea as I gotta take battery tray out to get to the cap to have a look, but if I'm doing that, I'm gonna replace the fluid (safe side it) the car HAS been stood for a year before been put back on road again.

The car is a 2004 Ibiza Cupra R PD160, I paid £500 for it so it's got it's problems. This been 1 of 2 that's left out of 5 problems I got the car with.

If I have to change the pump as a last resort, they're cheap enough to replace so.... might take a look into that if nothing else fixes it, All diesel are fine, got the correct power going to it with no drops or anything, fresh battery just in case the battery was bottle necking it from been sat ad I know these are electric as well as hydraulic.....
