Does the abs module need to fitted at the dealers or can an independent mechanic do this?

An independent should have the skills / equipment to do it. I've never been to a Seat dealer.

Depends if it's just the hydraulic block being replaced, the electronics unit, or both together. Just the hydraulic block will be fine. No special skills or equipment needed for that but if the electronics module is being replaced then the new one will need coding, which needs dealer level diagnostic equipment or a near-equivalent such as VCDS.

A used replacement may or may not need recoding depending on the spec of the car it came off but it's always a good idea to check the coding regardless.

A VAG specialist will have something suitable to do this but a general independent garage or mobile mechanic may not.

Thanks, it's the module that's being replaced due to a coding issue. Long story short, I was having an additional key programed and the fella messed up, immobiliser issue then the abs lost its coding, ended up going to seat as it wasn't excepting coding, needs a new abs module @ £1500, now he wants to get it fitted by an independent.

You shouldn't need a completely new ABS module just because the coding has been messed up, simply code the original one properly.

It just rejects the codes, even a seat dealer couldn't do it on their system.

Update, new module fitted, still not coding, even with it connected direct to the manufacturer, they drew the info off the car and supplied the correct code.
