Heat it up first with a hairdryer until the plastic is soft enough, then get something behind it (if you use your hand, put gloves on or you'll burn yourself) and push it out till it's almost back in shape.

If you mean one of those little electric fans that sits in the air intake and supposedly forces more air into the engine, don't bother. They actually reduce power as their presence obstructs the airflow more than the tiny extra amount of air that the fan...

Cheap cable is about £6 off eBay if I remember correctly - that's what I have and the free version of the software (not licensed) works fine for resetting fault codes.

If it's petrol, yes (to a certain extent) - I believe the dump valves fitted as standard are recirculating ones which is why they're quiet, but if you open up the air intake (with an induction kit) you're more likely to hear the noise as the turbo "dumps" the excess pressure into the system.
