I don't think the method you describe would be even possible.
If that would be the case, then there would be no way to attach the motor itself to drive the flap mechanism.
I found a russian guide which specifies a similar workflow (for a VW Polo) as the original service guide however...

If you want more of the actual braking power, upgrade the front calipers either with a Brembo or AP-Racing kit.
The TRW systems are just as bad if not worse.

Your pump unit might have been damaged, if it has been running completely dry because of the leaking steering rack.
The early revision power steering pumps used in Fabia, Ibiza and Polos are very prone to fail.
Use VCDS to check what kind of readings does the steering angle sensor give out...

Measure the resistance between the side (ground) and the bottom...
Log blocks 003 & 115 with VCDS.
Do a WOT pull from 2k rpm to ~6.5k rpm with third gear.
In block 003 you can see the throttle opening.
Is it 95%+ during WOT or does it come down at some point?
Also see how the specified vs. actual boost goes (block 115).
It sounds like the ECU is closing up...
Did you check what kind of effect the mod had on IAT?
I would imagine they did not improve atleast since; the thick plastic intake pipe and airbox insulate better and they will not allow any air being drawn from the engine bay, unlike your solution.
