Sounds like a clutch kit is needed then. be prepared to change the guide sleeve for the release bearing as well they are only thin and I expect that will have gone like mine did.
If you do the job and it is clutch only, no need to split the gearbox bu,t whilst it is out change the gear...
I guess a 99 will be showing its age now at least in the clutch if not the gearbox as well. Mine was ok at rest and noise built with speed. I found the clutch needed attention when it was exposed. If you take the gearbox out you might as well do the clutch at that time.
Noisy at rest usually...
The VAG 850 series gearbox started life as a 4 speed in the Polo Then was upgraded to a 5 speed and one ended up in my 2001 Ibiza, mated to a 1.4 MPI engine. When I got it, It had a dreadful whine especially on the overrun. Checking all the Forums of VAG cars that use the 850 series of...
This is all stuff a have found about key programing - maybe one will work for you!
Using the standard central locking key fob, SIEMENS 433.92MHZ PART NUMBER

Here are the methods using 2 keys I have found:

Looks like the Central locking had a big change in November 2001 with the introduction of
"Convenience system central control unit" this seems to have totally different wiring to the previous "Central locking unit" so if looking for a replacement be sure of compatibility. I guess your ride was...
bit of a puzzler the key will 5x flash but will not hook up to the central locking.
If possible before you buy a central lock unit can you try with another Ibiza just to prove the key works. I have a copy of Elsa win which I bought off ebay thats how I figured out about the door switch. I will...
Is your a a Siemans keyfob also can you start the car with the key which would indicate the blade part has a transponder in it that is paired to the cars imobliser.
I had a similar thing once it was a bent drive shaft, long one, on the RHS if you can jack the car up and spin the wheel and watch the drive shaft is it running true or bobbing up and down a bit. I think mine must have been whacked or even jacked up on it some previous time. Had to get a...
Oil seals where the drive shafts link to the Diff, and if its got a rod gear change the seal on the rod out of the back of the box. Or split pipe from the pcv valve to the air filter box.
I was fortunate with my transponder that it was not glued in but held inside a tiny polythene block which could be popped out and then the little glass bulb just pushed out of the polythene. Maybe because its a Siemans. Peter
I only had 1 transponder so took the cover off the steering column and taped it to the pick-up coil on the end of the key barrel. Worked best at the 10 to 12 position. Put the cover back and Hey-Presto!! I have got 3 working keys now and no one can tell. (Apart from you all now) Peter.
