If you bought it from a dealer take it back and see what they can do to fix it under warranty, unless you bought it as a 'trade deal' without warranty.

Belts perish over time - an old one often shows cracks and splitting regardless of mileage. Risk it lasting longer than the recommended interval if you like, just remember to put the money you save somewhere safe in case the belt snaps and you need a new engine.

I'm thinking if the fuel station you get your fuel from has some water in their tanks with the new E10 fuel which contains ethanol, the water will be dissolved into the fuel. That said it's surprising if it has condensed in the exhaust.
