I think you have him confused :) What he means is if the car is manufactured with them on then it is a requirement of the manufacturer to have a self levelling device and washers. Aftermarket as you have done does not have such a ruling.

I use the green abrasive side of a washing up sponge pad on mine. Gets rid of the black stuff ok.

Another vote for wonderwheels! Can be brilliant stuff on burnt on residues. Howeverm I normally just use a kitchen sponge with a brillo top.
