Air circulation fan surging - help required

I have a 1.6 TDi FR and over the last couple of months I noticed that the air circulation fan has started to surge during operation, I can no longer run the fan in AUTO because it will come to a stop and I need to restart the engine to get it running again. However if I run in re-circulation mode the surging stops.

Any idea what could be causing this?

Sorry etc if I'm misinterpreting this, but, in Auto the HVAC system will try to control the temperature to the set value, once it has done this the fan will reduce its speed, but should eventually speed up if you change the demanded temperature by maybe 10C - is this not happening.
