I had part of my bumper resprayed recently as I reversed into something causing this.

What do you think, it set me back £160 only part of the bumper was sprayed but I can't tell where, I feel as though I can see where the hole was but I'am beginning to think that maybe I'm just being picky?
I then noticed this...(see below) I have never noticed this before or come across it, white marks almost like water marks but it seems to be embedded in the paintwork and the texture is different, so far i have tried buffing it with T-cut wax & polish with no avail. Whilst part of the bumper was being resprayed the guy doing said it would take a day longer as there was a silicone reaction. But at the same time I don't see it would have needed to be sprayed there, I was given the impression they were spraying along to the other side of the numberplate groove and bringing it down. Anyway have a look and see if you can tell me what is could be.
Finally liquid wrap... a shoddy job, to state the obvious I'm assuming it shouldn't just dissolve like this..
