Cooling Fan Problem?

Hi, I believe I may have a problem with the cooling fan in my 1.4 ibiza mk4 2009.
I've noticed the fan kicks in for only 1-2 seconds before it switched off, after about a minute it will run for another second and almost immediately switch off. The process continues. You'd expect the fan to operate for at least 5-15 seconds to cool the engine down. Not sure if this is normal?
When I turn on AC the fan works as it should, until AC is switched off.

Thoughts?

Sounds like that fan’s low speed winding or dropper resistor has failed, so, what is happening is, your engine heats up high enough to trigger the slow speed running of the fan, it does not start the fan running so the engine heats up further and so enough to trigger the high speed running of that fan, then quickly cools the engine down below the high speed switching off temperature - repeat. - repeat etc.

Switching on the AC always only ever brings the high fan high speed .
