leon fr 2.0tdi no boost up to 2500rpm

hi everyone i have a 2006 leon fr 2.0 tdi, i brought the car as i realy wanted one and new about the problem from the start, most of the time its a pain in the back side to start cranks normal then gets a bit quicker before it fires no fault codes or lights on dash, second problem. it doesnt boost until minimum 2500 rpm then flys again no fault codes, if anyone can help with ideas id be very greatful, cheers for reading

Main culprits are leaking boost hoses and stuck VNT vanes in the turbo, might have one or both.

Check the hoses over, if there's visible wet oil residue around the connectors then you know they're leaking and need replacing.
Unfortunately the two connecting to the intercooler are well know for leaks, they're obviously a pig to easily see and check.

Check the movement of the actuator they are prone to going. Watch it and have someone start the car if it doesn't move straight away then its gubbed. You can get a new one from SEAT without replacing the entire turbo.
