Picking up New Car

I'm picking up my new CUPRA Ateca on Friday and I've been exchanging e-mails with the salesman to arrange final details and there's a couple of things that have come up which I'm hoping someone can clarify:

I) He keeps going on about having to go in to complete some compliance documentation (prior to pick up?) This isn't something that I've had to do before and as far as I can make out from googling it's some sort of financial regulations. Given that I'm not taking finance nor GAP insurance I don't understand what this is for.

ii) He swears blind that there is no physical service book which needs filling in since all records are now digital. However, when I picked up my last car from them there was a service book which hadn't been filled in (PDI inspection and indicated service schedule). Is he talking rubbish or have things changed? I find it a little strange, because if I trade the car outside the SEAT network I presume that other dealers won't have access to the digital records and would have to rely on a physical record still.

When i picked up mine I was told there was no physical service book anymore. Left it at that, but then one magically appeared after it went in for 1st service.
