Trying to fix horn

As the title suggests I'm trying to fix my non working horn, I figured out that i can remove part of the front bumper trim to get to the horn quite easily and the horn look like it's possible it's been replaced before so that lead me to believe the horn should be okay, I got no way to test it though.

When I press the switches on the airbag part of the wheel I hear nothing, I've read I should be hearing some sort of clicking sound so I guess this might be one issue, I can't seem to find any information on relays for the horn and the fuses on the drivers side seem good.

I have also wondered whether it could be a wiring issue after seeing the connectors for the horn today, they look like they have fresh gray electrical tape and new spade connectors, I have no idea of a + or - on the wiring or horn either.

Anyone got any clues or ideas for me to try.
